Note2: Jutsu in One Post refers to how many jutsu WITH charge time/handseals that rank can perform in one post. Any user can have jutsu approved that may be able to go off instantly, but they will generally be weaker then ones requiring charge times or handseals.
Note3: Jutsu in One Post does NOT apply to jutsu you charged previously. A user may CHARGE one jutsu while performing HANDSEALS for another. But may NOT charge TWO jutsu at once, unless they are an appropriate rank. No matter what a user can not perform handseals for two jutsu at once. However, one of an appropriate rank can perform handseals for a jutsu, and in the same post start another if they have the previous jutsu finished.
